Monero is using a decentralized autonomous platform in Kovri. It is similar with Tor but has more technical functions like garlic routing plus encryption in coming up with networks that are bounded together, in a way that the addresses and specific locations of the users/traders won’t be traced.

This Kovri project aims to further improve the privacy of Monero network making it impossible to deduct any information about transactions- also in the future this may be the way to hide IP addresses, and so Kovri will make it very hard to monitor this information.
