Monero being an open source, virtually anyone can apply for its coding platform. Monero also has mining points that can run a network. In turn, miners are amply paid for giving/aiding to the platforms. Monero prides itself as having the most secure and private cryptocurrency which is virtually impossble to trace.
They do say that Monero is a safer way with privacy all the way around, and so it is not possible to own tainted Monero- this concept in economics is called fungibility. Monero automatically has privacy features that are applied to their transactions, and with other cryptocurrencies this is optional.
